EAST WINDSOR POLICE COMMISSION
MINUTES
REGULAR MEETING
WEDNESDAY, FEBRUARY 14, 2007

CALL TO ORDER AND ATTENDANCE:
        Having a quorum present Chairman Richard Sherman called this regular meeting to order at 7:00 P.M. at the East Windsor Town Hall.  Commission members present: Richard Sherman, Linda Sinsigallo, Mark Simmons, James Barton and Lorraine Devanney.  Chief Edward DeMarco, Jr. was also present.

ADDED AGENDA ITEMS: There were no added agenda items.

PREVIOUS MEETING MINUTES:
        Regular Meeting – January 10, 2007:
        A motion was made by Commissioner Sinsigallo and seconded by Commissioner Devanney to accept the regular meeting minutes of January 10, 2007, as presented.

        Special Meeting – January 17, 2007:
        A motion was made by Commissioner Sinsigallo and seconded by Commissioner Devanney to accept the special meeting minutes of January 17, 2007, as presented.

        A motion was made by Commissioner Sinsigallo and seconded by Commissioner Devanney to accept the special meeting minutes of January 24, 2007, as presented.

BUDGET AND EXPENDITURES:
(A)      Police Department – Monthly Billing:
    A motion was made by Commissioner Sinsigallo and seconded by Commissioner Devanney to approve the East Windsor Police Department Monthly Billing statement dated February 9, 2007 in the amount of $21,377.66 for the fiscal year 2006/2007.

(B)      Police Department – Financial Statement:
    A motion was made by Commissioner Sinsigallo and seconded by Commissioner Devanney to approve the East Windsor Police Department Financial Statement dated February 9, 2007 for the fiscal year 2006/2007.

(C)      Police Commission – Monthly Billing:
    A motion was made by Commissioner Sinsigallo and seconded by Commissioner Devanney to approve the East Windsor Police Commission Monthly Billing statement dated January 31, 2007  for the fiscal year 2006/2007 in the amount of $ 418.70.

(D)      Police Commission – Financial Statement:
    A motion was made by Commissioner Sinsigallo and seconded by Commissioner Devanney to approve the East Windsor Police Commission Financial Statement dated January 31, 2007 for the fiscal year 2006/2007 as presented.

(E)      Animal Control – Monthly Billing:
    A motion was made by Commissioner Sinsigallo and seconded by Commissioner Devanney to approve the East Windsor Animal Control Monthly Billing statement dated February 9, 2007 for the fiscal year 2006/2007 in the amount of $717.74.

(F)      Animal Control – Financial Statement:
    A motion was made by Commissioner Sinsigallo and seconded by Commissioner Devanney to approve the East Windsor Animal Control Financial Statement dated February 9, 2007 for the fiscal year 2006/2007 as presented.

(G)     Legal Billing:
       The legal billing report was reviewed by those present.  Chairman Richard                  Sherman answered questions ref: police department’s legal billing entries.

UNFINISHED BUSINESS:
(A)     Alarm Reduction Ordinance:
       No report
(B)     2007/2008 Budget – Police Commission /Police Department:
        A motion was made by Commissioner Sinsigallo and seconded by Commissioner Devanney to accept the proposed Police Department 2007-2008 fiscal year budget as presented.

        A motion was made by Commissioner Sinsigallo and seconded by Commissioner Devanney to accept the proposed Animal Control 2007-2008 fiscal year budget as presented.

TRAFFIC AUTHORITY:
(A)     06-0002 – 36 Ellington Rd.
Chief DeMarco reported that this area has been given extra attention and appropriate enforcement action taken.
(B)     06-0003 – 21 Woolam Rd.
Chief DeMarco reported that this area has been given extra attention and appropriate enforcement action taken.

PUBLIC INPUT #2:
        There was no public input.

NEW BUSINESS:
        There was no new business.

EXECUTIVE SESSION:
        A motion was made by Commissioner Sinsigallo and seconded by Commissioner Devanney to move our executive session just prior to adjournment.

COMMUNICATIONS:
        Chairman Richard Sherman discussed a draft letter addressed to the Board of Finance regarding requested copies of police department documents.
        Also discussed was a letter received from Capt. Duffy requesting a change in his retirement insurance billing.
        Chairman Richard Sherman also presented an invitation received for a testimonial dinner in honor of former First Selectman, Linda Roberts.

MONTHLY REPORTS:
(A)     Chief of Police:
Chief DeMarco had no new items to report.
(B)     Commission Members:
Commission members had no items to report.

EXECUTIVE SESSION:
        A motion was made by Commissioner Sinsigallo and seconded by Commissioner Devanney to go back into agenda order for an executive session for the purpose of interviewing candidates for the position of Sergeant.

        The Commission entered into an executive session at 7:52 PM.
        A motion was made by Commissioner Sinsigallo and seconded by Commissioner Devanney to come out of executive session.

        The Commission came out of executive session at 9:25 PM.

        A motion was made by Commissioner Sinsigallo and seconded by Commissioner Simmons to promote Officer Jeffrey Reimer to the position of probationary Sergeant in the East Windsor Police Department.

ADJOURNMENT:
        
        Hearing of no further business to come before the Commission, Chairman Richard Sherman asked for a motion to adjourn.  Commissioner Sinsigallo moved to adjourn and this was seconded by Commissioner Devanney.
